70s Blue Gown with Sheer Sleeves

This gown would be best used as a costume piece due to some stains on the back of the skirt. There is also some flaws at the wrists as shown.

Is double knit polyester and otherwise in good structural condition except for no hem at the bottom. It is not fraying.
