This dress is in excellent condition! By the brand Henry Lee. Tagged a size 8, and I find it true to modern sizing which is quite rare but does occasionally happen.
The fabric is fairly sheer, and you will want to wear a slip or other similar undergarments underneath.

Waist laid flat 12 inches (but has excellent comfortable elastic, shown here on a 27 inch waist)
